Ashirg is correct. Not only did Fox originally air the episodes out of order, thus making it nearly impossible for the casual viewer to embrace, but they also effectively destroyed any chance the show had of succeeding by consistently pre-empting it and hardly promoting it. On the other hand, the show did also have the unfortunate position of premiering in September of 2001.
All in all, it's not that surprising; Fox is notorious for giving genuinely creative shows a shot, then cancelling them after only a season.

Actually, Fox aired them out of order AND the episodes are out of order on the DVD set. The proper (i.e. production) order can be found here:

I hate to say it, but we made a mistake. The episodes are not in the proper order. How does that happen? Well, the network ran them in a random order, so we started shooting them without too much concern for episode order, and then when it was time to make this DVD we got confused. But fear not, below is the the preferred order of episodes for Undeclared for your enjoyment.

the real difference in watching the show by pressing "play all" versus the intended order has to do with Steve and Lizzie and Eric's relationship. It was mildly distracting when watching in the dvd order but not enough to take away from enjoying the whole experience.
Undeclared is a great show and a great dvd package. Just like with Freaks and Geeks, after I finished watching the season I felt a little sad that me friends were gone. I also felt that they were having further adventures because there is minor "resolution," leaving the characters new areas to grow. With Apatow being the writer of the year for comedies, maybe some day he could revisit the characters in a class renunion-type setting.
